चाउ एन लाइ, जनवादी गणतन्त्र चीनका प्रथम प्रधानमन्त्री थिए जसले अक्टोबर १९४९ देखि जनवरी १९७६ सम्म प्रधानमन्त्रीको पद सम्हालेका थिए। चिनियाँ कम्युनिष्ट पार्टीका सर्वोच्च नेता माओ त्से तुङ्को नेतृत्वमा कम्युनिष्ट पार्टीले चीनको कब्जामा उनले लिएको भूमिका खेले र त्यसपछि चीनको विदेश नीति र आर्थिक विकासको क्षेत्रमा महत्वपूर्ण भूमिका खेले। उनी सन् १९४९-१९५८ को अवधिमा चीनका विदेश मन्त्री थिए। उनी १९७२ मा अमेरिकी राष्ट्रपति रिचर्ड निक्सनको चीन भ्रमण र त्यसपछि चिनियाँ-अमेरिकी सम्बन्ध सुधारको लागि भूमिका खेले। भारत, ताइवान, सोभियत संघ र भियतनामसँगको कटु सम्बन्धमा विदेश नीति बनाउन पनि झोउले महत्वपूर्ण भूमिका खेलेका थिए।
