"text": "But we must also understand why this disaster matters beyond Nepal." }, { "start": 233.37, "end": 238.37, "text": "Nepal contributes less than 0.1% of global greenhouse gas emissions." }, { every major disaster threatens to erase years of development." }, { "start": 256.64, "end": 261.04, "text": "For Nepal, climate catastrophe is not just a humanitarian event," }, { "start": 261.04, 392.75, "end": 395.11, "text": "We are installing hydropower at a pace enough to power" }, { "start": 395.11, "end": 399.55, "text": "all clean energy needs and displaced dirty sources abroad." }, { "Against a crisis made worse by the failure" }, { "start": 419.007, "end": 420.4, "text": "of global governance," }, { "start": 420.4, "end": 422.06, "text": "this is why this assembly" }, { "start": 526.82, "text": "conceptualized the notion of human insecurity." }, { "start": 526.82, "end": 528.82, "text": "It equated security" }, { "start": 528.82, "end": 530.82, "text": "with people rather than territories" }, { "start": 530.82, "end": 532.82, "text": "and with development rather than arms." }, { "start": 532.82, "end": 534.82, "text": "It called for the peace" }, { "start": 534.82, "end": 536.82, "text": "dividend to secure freedoms from fear" }, { "start": 536.82, "end": 538.82, "text": "and want." }, { "start": 538.82, "end": 540.82, "text": "The new majority government in Nepal" }, { "start": 540.82, "end": 541.89, "text": "elected through" }, { "start": 542.03, "end": 545.636, "text": "The fairest and most peaceful elections in our history," }, { "start": 545.636,
